Do PCFs add up to a CCF?

Not in practice. A complete set of cradle-to-gate PCFs for everything a company sells would approximate its Scope 1, 2 and upstream Scope 3, but PCFs use different allocation rules and boundaries, so the totals rarely reconcile. Treat them as two views of the same operations rather than parts of one sum.
