A PCF measured by the supplier for its own product is primary data under the GHG Protocol Scope 3 Standard, because it comes from a specific activity in your value chain. A PCF taken from a generic life cycle database for a product type is secondary data. The distinction matters because only primary data moves when the supplier reduces its emissions.
