Which standards govern an SCF?

The same ones as a PCF. ISO 14067 and the GHG Protocol Product Standard both define "product" to include services, so an SCF calculated under either is a product carbon footprint in the standard's terms. Some sectors publish their own rules, such as the GLEC Framework and ISO 14083 for freight and logistics services.
